Applicant must also be a high school graduate or GED recipient with a minimum 3.0 GPA, and a resident of Washington for at least five years prior to application. Selection is based upon transcripts, statement of educational and career goals, two reference letters from high school administration, church, youth groups, college professors, academic advisors, or employers.
