Selection is based upon financial need. Preference is given to the applicant seeking education in order to re-enter the work force. Applicant must have a minimum 2.0 GPA.

Applicant must have a minimum 3.0 GPA, submit an essay, and demonstrate caring, community service, history of helping others, and intellectual promise as an English teacher or writer.

Applicant must be an Otsego County resident; preference will be given to Oneonta town/city residents.

Applicant must major in and area of education and demonstrate high academic achievement and financial need.

Applicant must be a social science major with an interest in international affairs.
